Adrienne A. Harris was confirmed by the Senate as Superintendent of the New York Department of Financial Services on January 25, 2022. Superintendent Harris began her career as an Associate at Sullivan & Cromwell LLP in New York City representing a number of U.S. and non-U.S. based corporations in various forms of litigation and regulatory matters, before accepting a position at the United States Department of the Treasury under President Obama. While at the Treasury Department, Superintendent Harris served as a Senior Advisor to both Acting Deputy Secretary and Under Secretary for Domestic Finance Mary Miller, and Deputy Secretary Sarah Bloom Raskin. Her work ranged from financial reform efforts to identifying solutions to the student loan crisis, analyzing the nexus between foreign investment and national security, and working to promote financial inclusion and health in communities throughout the country. Following her time at the Treasury Department, Superintendent Harris joined The White House, where she was appointed as Special Assistant to the President for Economic Policy, as part of the National Economic Council. In this role, she managed the financial services portfolio, which included developing and executing strategies for financial reform and the implementation of Dodd-Frank, consumer protections for the American public, cybersecurity and housing finance reform priorities. After leaving the White House in January 2017, Superintendent Harris went on to serve as General Counsel and Chief Business Officer at States Title, Inc. (now DOMA), which provides a more simple and affordable closing experience for homebuyers. Prior to joining DFS, Superintendent Harris served as a Professor and as Faculty Co-Director at the Gerald R. Ford School of Public Policy's Center on Finance, Law and Policy at the University of Michigan, as well as a Senior Advisor at the Brunswick Group in Washington, D.C. Since taking over at DFS, Superintendent Harris has taken decisive actions on defining issues such as climate change, financial inclusion, and New York’s continued leadership on digital currency regulation.

Agustín Carstens became General Manager of the BIS on 1 December 2017.
Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.
Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.
Mr Carstens has been a member of the Financial Stability Board since 2010 and is a member of the Group of Thirty.
Mr Carstens holds an MA and a PhD in economics from the University of Chicago.
Axel Voss

Axel Voss (CDU) - born in 1963 - studied law at the Universities of Trier, Freiburg and Munich. Since 1994, he is working as a lawyer. From 1994 to 2000, he was a civil advisor at the EU Commission's representation in Germany. Afterwards, he worked for nine years as lecturer for European Affairs at the RheinAhrCampus of the College of Koblenz.
He became a Member of the European Parliament in 2009, where he represents the Mittelrhein area, which includes the cities of Cologne, Bonn and Leverkusen and the districts Rhein-Sieg and Rhein-Erft. Axel Voss is EPP-coordinator for the Committee on Legal Affairs as well as deputy member of the Committee on Civil Liberties, Justice and Home Affairs and from 2020 to 2022 member and rapporteur in the special Committee on Artificial Intelligence. Besides questions of European Law, his main area of expertise is the digitization of our daily life. For the European People’s Party group, he was among others (shadow-)rapporteur for the new Copyright Directive, the General Data Protection Regulation (GDPR), the Passenger Name Record Directive (PNR) as well as for the updated Eurojust Regulation. At the moment, he is (shadow-)rapporteur for the AI Act and the Corporate Sustainability Due Diligence Directive.
Axel Voss is also CDU chair of the regional section Mittelrhein, regional chair of the Europe Union Bonn/Rhein-Sieg and Vice President of the Mérite Européen Friendship and Assistance Association, Germany.

Bill Winters is the Group Chief Executive of Standard Chartered PLC since Jun 2015. Standard Chartered is a UK headquartered, emerging markets focussed bank, with a presence in 59 markets across Asia, Africa and the Middle East.
Prior to joining Standard Chartered, Bill spent 26 years with JP Morgan in diverse leadership roles and was Co-CEO of the Investment Bank from 2004-2009. He has served as a committee member of the Independent Commission on Banking, established by the UK government in 2010 and as an advisor to the Parliamentary Commission on Banking Standards. Bill also founded a private credit fund, Renshaw Bay, in 2011 where he was Chairman and CEO until he stepped down on appointment to the Standard Chartered PLC Board.
Bill is deeply engaged in driving the climate finance agenda. Under his leadership, Standard Chartered chairs the Net Zero Banking Alliance. Bill chaired the Taskforce for Scaling Voluntary Carbon Markets, a global private-sector initiative that developed a roadmap to scale high-integrity carbon markets. Bill currently co-chairs the B20 India Taskforce on Financing for Global Economic Recovery and is UK Chair of the India-UK Financial Partnership.
Bill is a Non-Executive Director of Novartis International AG. He was awarded a CBE in 2013 and holds an MBA from Wharton.

Daniela Schackis is Deputy Director General in Banking Supervision at the European Central Bank. The Directorate General SSM Governance & Operations (DG-SGO) ensures the efficient decision-making process of the Supervisory Board and its structures. DG-SGO acts as gatekeeper for new players entering the market (banks, shareholders, board members), withdraws banking licenses and investigates alleged breaches of prudential regulations. DG-SGO leads the digitalisation, integration, training, and knowledge management in Banking Supervision. Daniela joined the ECB in July 1998. She held various positions in Human Resources, Risk Management and Statistics and has always been a promoter of innovative and data-driven ways of working. Prior to the ECB, she worked at Eurostat. Daniela holds a master’s degree in economics from the University Erlangen-Nürnberg, Germany.

Dante Disparte is Chief Strategy Officer and Head of Global Policy at Circle, responsible for overseeing company strategy, communications, policy and public affairs. Since joining Circle in 2021, his leadership in driving market expansion, regulatory engagement, and more have been integral in furthering the company’s mission to raise global economic prosperity through the frictionless exchange of financial value.
Prior to joining Circle, Dante served as a founding executive of the Diem Association, leading policy, communications, membership and social impact. He also brings two decades of experience as an entrepreneur, business leader and global risk expert, most recently as founder and CEO of Risk Cooperative. He also served as an appointee on the Federal Emergency Management Agency’s (FEMA) National Advisory Council. Currently, he is a member of the World Economic Forum’s Digital Currency Governance Consortium and a life member of the Council on Foreign Relations. Additionally, he is co-author of “Global Risk Agility and Decision Making” (Macmillan 2016).
He earned a bachelor’s degree from Goucher College, is a PLD graduate of Harvard Business School, and has an MSc in risk management from NYU Stern School of Business. Outside of work, Dante enjoys speaking and commentating, such as in media outlets including Harvard Business Review, Fortune, BBC, Forbes and Diplomatic Courier.

The Honorable Caroline D. Pham was sworn in as a CFTC Commissioner on April 14, 2022. Commissioner Pham is an internationally recognized leader in financial services compliance and regulatory strategy and policy. Her substantial experience spans key global issues such as prudential regulation and systemic risk, financial markets, fintech and digital assets, ESG, implementation of global regulatory reforms, and addressing the impact of major disruptions like the 2008 great financial crisis and the COVID-19 pandemic. Commissioner Pham is the sponsor of the CFTC’s Global Markets Advisory Committee.
Previously, Commissioner Pham was a Managing Director at Citigroup where she held various senior roles, including Head of Market Structure for Strategic Initiatives on the Institutional Clients Group Business Development team; Head of Capital Markets Regulatory Strategy and Engagement; Deputy Head of Global Regulatory Affairs; and Global Head of Swap Dealer and Volcker Compliance. She was a member of firmwide governance forums and has held leadership roles in many industry and professional organizations.
Commissioner Pham is a Fellow of the American Bar Foundation and has received various awards. She has a B.A. from UCLA and a J.D. from the George Washington University Law School, where she has served on the Dean’s Advisory Council for Business and Finance Law and was a Visiting Fellow at the Center for Law, Economics and Finance.

Previously, she was Professor of Practice in Economics and Finance at the Chinese University of Hong Kong, Shenzhen, and acting as Co-Director of its FinTech Center. She co-edited the books “CBDC and Fintech in Asia” and “Handbook of Chinese Financial System”. At the BIS in Hong Kong she served as advisor to 11 leading Asian central banks and coordinated its Asian Bond Fund initiative (ABF). Marlene is a former Deputy Director and Head of Investment Strategy and Financial Market Analysis at the Swiss National Bank. Working at the Federal Reserve Bank of New York she developed their monthly published Fed NY underlying inflation gauge (UIG). Previous posts include quantitative research at Credit Suisse and Swiss Economic Institute/ETH Zurich. Marlene regularly holds visiting positions with central banks, the latest at the Bank of Japan. She received her master in economics from the University of Bern and her PhD in econometrics from University of St. Gallen.

Mary L. Schapiro is the Vice Chair for Global Public Policy of Bloomberg, the global financial technology company that was founded in 1981. She has been at Bloomberg since October 2018, and also serves as a Special Advisor to the Founder and Chairman.
Ms. Schapiro oversees Bloomberg’s public policy and regulatory priorities globally. Her service as the 29th Securities and Exchange Commission Chair culminated decades of regulatory leadership. She was the first woman to serve as SEC Chair, and the only person to have served as chair of the SEC, the Commodity Futures Trading Commission (CFTC) and the Financial Industry Regulatory Authority (FINRA). During her four years as SEC Chair, Ms. Schapiro presided over one of the busiest rulemaking agendas in the SEC’s history, during which the agency also executed a comprehensive restructuring program to improve protections for investors and pursued aggressive enforcement of the federal securities laws.

She is also the vice chair of the Climate Finance Leadership Initiative created at the request of the UN Secretary General to work on scaling climate finance. Ms. Schapiro is also the Vice Chair for the Glasgow Financial Alliance for Net Zero, a practitioner-led coalition working to increase the financial sector's ambition on climate change and accelerate the transition to a net-zero economy.
Before becoming SEC, Chair and working for Bloomberg, Ms. Schapiro served as chief executive officer of the Financial Industry Regulatory Authority, the largest nongovernmental regulator of securities firms.

Patrick Odier joined the Lombard Odier Group in 1982 and completed his training in Zurich, New York, and Montreal, before becoming a Managing Partner in 1986. He holds an economics degree from the University of Geneva and an MBA in finance from the University of Chicago.

Sonam Wangchuk was born in the trans-Himalayan region of Ladakh in J&K, India.
Though a Mechanical Engineer by education, he has been mostly working in the field of education reform for more than 30 years. In 1988, just after he finished his engineering studies he founded SECMOL (Students’ Educational and Cultural Movement of Ladakh) www.secmol.org, with the aim of supporting Ladakhi children and youth in educationally challenging and culturally confusing times. In 1994 he was instrumental in the launch of Operation New Hope, a triangular collaboration of the government, village communities and the civil society to bring reforms in the government schools system. The programme involved formation of Village Education Committees to take ownership of state schools, training of teachers in child friendly ways and re-writing and publishing localised text books for Ladakh. As a result the pass percentage at 10th grade (matriculation) rose from the dismal 5% to 55% in seven years and 75% these days.
For students who still failed in their state exams he founded the SECMOL Alternative School Campus near Leh, a special school where the admission criteria is failure in exams and not high grades. However with the supportive and creative environment at the school, the so called failures have excelled in their chosen fields and risen to international acclaim as entrepreneurs, film makers, politicians, teachers and so on.
As an engineer Sonam Wangchuk has been teaching innovation at the SECMOL Alternative School, where together with the students he designed and built solar heated buildings that are low cost, made of earth/mud but maintain +15 C even when the outside temperature is – 15 C in Ladakhi winters.
In order to solve the water crisis facing mountain regions due to climate change and fast melting glaciers he invented the Ice Stupa artificial glacier which stores the unused stream waters in winter in the form of giant ice cones or stupas and releases the water in late spring as they melt... just when farmers need water.

A veteran technology entrepreneur/investor based in Hong Kong, Yat Siu is the co-founder and executive chairman of Animoca Brands, a global leader in blockchain and gaming with the mission to deliver digital property rights to the world's gamers and Internet users, thereby creating a new asset class, play-to-earn economies, and a more equitable digital framework contributing to the building of the open metaverse.
Yat began his career at Atari Germany in 1990. In 1995 he moved to Hong Kong to establish Hong Kong Cybercity/Freenation, the first free web page and email provider in Asia. In 1998 he set up Outblaze, an award-winning pioneer of multilingual white label web services. In 2009, he sold Outblaze’s messaging unit to IBM and pivoted Outblaze to become an incubator of projects and companies to develop digital entertainment services and products. One of those incubated companies is Animoca Brands, which was created in 2014.
In 2017 he set up the Dalton Learning Lab, an afterschool digital lab for skills not emphasized by most education systems, including divergent thinking and design thinking. He is the founder of ThinkBlaze, the research arm of Outblaze investigating socially meaningful issues in technology.
Since 2018, Yat has been an early advocate for the use of blockchain and non-fungible tokens (NFTs) in the gaming industry, which will allow gamers to enjoy true ownership of their own game assets, data, and, consequently, equity. With a clear vision of the potential of decentralized apps and assets, Yat quickly steered Animoca Brands to a leadership position in blockchain, gaming, NFTs, and the open metaverse. Recently valued at $5.8 billion, Animoca Brands operates a series of NFT-centric subsidiaries and products, and has invested in over 170 blockchain-related companies to build one of the largest blockchain portfolios in the world.
Yat has earned numerous accolades including Global Leader of Tomorrow at the World Economic Forum, Young Entrepreneur of the Year at the DHL/SCMP Awards, and recognition as one of the Cointelegraph top 100 notable people in blockchain.
A classically trained musician, Yat is a member of the advisory board of BAFTA (British Academy of Film and Television Arts) and a director of the Asian Youth Orchestra.
