Kelvin is the Head of Platform Tech Business Unit of Ant International. Since joining Ant Group in 2016, Kelvin took a number of leadership roles in our Global Funds & Treasury team where he led the team in building the world’s leading next-generation global liquidity and treasury system leveraging cutting-edge in-house developed DLT and AI technology to support the growing needs of our corporate clients in a more scalable and sustainable manner. Under Kelvin’s leadership, together with our major partner banks including JP Morgan, Citibank, SCB, HSBC and Barclays, we were able to propel transformation of FX and liquidity management framework connecting five global treasury hubs in Singapore, Hong Kong, Luxembourg, New York and London, covering more than 100 currencies. Ant Group was awarded the Adam Smith Awards Asia in 2021 as the winner in the best liquidity management solution.
Prior to joining Ant Group, Kelvin was the Head of Corporate Solutions Group for the Citigroup China from 2010-2016. He was also the Head of FX of JP Morgan China from 2009 to 2010. Kelvin was an alumni of the London School of Economics and Political Science (LSE).

The proliferation of tokenized financial assets across distinct networks has created significant challenges for both the private and public sectors, including issues of interoperability, scalability, regulatory compliance and security. A base layer foundational digital infrastructure, which facilitates interoperability and supports secure transactions of tokenised assets across such networks, could address these challenges while unlocking new opportunities for economic growth.
Global Layer One (GL1) is a collaborative initiative between the public and private sectors to foster the development of multi-purpose, shared ledger infrastructures, that will facilitate seamless cross-border financial transactions while meeting regulatory expectations. The GL1 Dialogue is a series of in person public-private dialogues to facilitate broader industry engagements around GL1. These dialogues seek to bring together financial institutions and policymakers to discuss and learn about developments in financial and asset tokenisation, and features key milestones and progress under GL1. This roundtable will discuss the regulatory and operational considerations in building an ecosystem of regulatory compliant digital infrastructure for tokenised financial transactions.
