Bénédicte is the Head of the BIS Innovation Hub, Hong Kong Centre. Prior to this appointment, she was a managing director at SC Ventures, the innovation arm of Standard Chartered Bank that leads a series of new ventures across digital banking, banking as a service, SME finance and blockchain. From 2018-2019, she was the Vice President of International Government Relations at Circle, involved in the evolution of blockchain and digital assets. From 2012-2018, she was the Head of Risk & Strategy of the Hong Kong Securities and Futures Commission (SFC), and in that capacity also acting as the Vice Chair of the Committee on Emerging Risks and the Fintech research lead for the International Organization of Securities Commissions (IOSCO). From 2007-2012, she was a managing director at Credit Suisse and before that from 1997-2007 she was an associate and executive director at Goldman Sachs. Originally from Belgium, she holds LL.M. and M.B.A. degrees from the University of Chicago and the University of Leuven. She is admitted to the New York Bar since 1999. In 2016, she was a recipient of the China Daily Asian Women Leadership Awards for her efforts related to entrepreneurship, innovation and charity.

Digital Public Infrastructure (DPI) is seen as a game changer for any society. It can accelerate economic growth, streamline citizens’ access to social services, and both broaden financial inclusion and dramatically extend engagement with the digital economy.
In its essence, DPI is an assembly of interoperable digital building blocks that lay down “digital rails” by establishing some fundamentals: the unique identity of people, a scalable flow of data between institutions, and a secure infrastructure for digital payments.
Payments is a critical field for DPI. For centuries, cash has fulfilled a fundamental role in societies as a public payment infrastructure. Today, the ability to send and receive money digitally has become an essential capability for individuals, societies, and economies.
In the digital economy, tokenised money might act as an enabler of DPI that can drive economic value while enhancing the public welfare. But what should the roles of the public and private sectors be for a successful payment DPI? Which recipes can ensure interoperability of the ecosystem to support seamless flow of digital currencies? What are the important lessons learned from north star DPI projects? This session will seek to answer these questions.

Climate change presents one of the most significant challenges of our time, with potential global damages reaching $23 trillion annually by 2050. Proactive climate action is not only cost-effective—with an estimated $4 trillion needed annually to achieve net-zero emissions by 2050—but also essential to prevent far greater economic and societal costs.
For effective climate action, the participation of the finance industry is vital. Financial institutions play a key role in driving the transition to a more sustainable future through strategic investments in decarbonisation and innovation. Climate Tech firms and infrastructure, as well as the transformation of existing firms and infrastructure, will both require partnership with FIs to create tangible impact. Governments and regulators, through supportive policies, can create the environment which fosters these advancements.

Leveraging AI for data analytics is increasingly becoming a staple in organisational strategies, yet the journey is far from complete. In this vein, the BIS Innovation Hub Swiss Centre and Swiss National Bank have recently launched Project Neo to explore how more frequent and granular data from novel sources combined with advanced analytic technologies can help central banks better fulfil their mandates. Project Neo aims to ensure that central bank policymaking decisions are grounded in timely and precise intelligence.
